Apple had released the 1st beta version of iOS 8.3 on February 9th, the second beta was released on February 23rd and the third beta on March 12th. I can say that the 4th beta is much better and more improved. One of my iPad mini was running on iOS 8.2 and it was HELL SLOW, it always got stuck in Facetime calls, opening settings and couldn’t even answer phone calls in iPad. but i am surprised to see that iPad Mini is running seriously smooth on iOS 8.3 beta 4. Apple has done many changes and i think older devices will run faster in iOS 8.3.
If you want to update to iOS 8.3 beta 4 or any iOS beta the you need to register your iPhone iPad iPod UDID to Apple Developer Account, Click here to Register your device to Apple Developer Program. After registering your iPhone iPad iPod UDID to Apple Developer account then you can install any iOS beta on your device legitimately and enjoy all of the features.
We have seen that, iOS 8.3 beta 1, beta 2 and beta 3 have revealed that it will include a number of new features and improvements such as new UI for Emoji keyboard with some new icons, Google two-factor authentication support, Wireless CarPlay, new Conversation List Filtering option and more. Personally i liked the improvements of iOS 8.4. I happy that my old iPad mini is running faster, i was about to through the iPad mini but now i think i will keep it. Thanks to Apple for releasing the iOS 8.3 beta 4.

If you are a jailbreak lovers then you should not update because currently there is not jailbreak available after the ios iOS 8.1.2.
